Meeting on banning cluster bombs, which Cluster Munition Coalition says will be the most historic disarmament treaty of the decade. The Dublin Diplomatic Conference (19-30 May) is intended to complete negotiations on a new instrument of international humanitarian law on cluster munitions that cause unacceptable harm to civilians. The process is being driven by a small group of States – Ireland, Austria, New Zealand, Norway, Mexico, Peru and the Holy See. Over 80 States have already subscribed to the Declaration and many more are expected to do so in the three months leading up to the Diplomatic Conference. DUBLIN - Cluster Munitions: Dublin Diplomatic Conference Begins (see above; to May 30)

IRELAND/CHAD - Irish 97th Infantry Battalion bound for Chad
The 388 strong contingent, under the command of Lieutenant Colonel Paddy McDaniel, is drawn mainly from the 4th Western Brigade for this four month tour of duty. The Defence Forces’ troop contribution commenced in Chad on 21 February 2008 with the deployment of elements from the Army Ranger Wing (ARW). The mission is designed to protect over 400,000 refugees and internally displaced persons (IDP’s) in eastern Chad thereby alleviating an ongoing humanitarian crisis. The ultimate aim of UN Security Council Resolution 1778 is to create the conditions whereby these refugees and IDP’s can return to their homes.

Lieutenant General Pat Nash is in overall command of this mission that will have an eventual strength of 3,700 troops from 18 EU nations. 229 Irish personnel including engineers, logisticians and members of the ARW are already deployed in Goz Beida in south eastern Chad. The troops have established a footprint for a main operating base where Irish soldiers will operate from, along with 60 Dutch Marines. ABUJA, Nigeria - Court hearing resumes in lawsuit brought by the federal government against three tobacco companies - British American Tobacco, Altria unit Philip Morris International and Nigerian International Tobacco Ltd - seeking damages for public health costs for treating smoking-related diseases. 500 million of today's smokers will be killed by tobacco.
